Delhi Welcome Area Four-Storey Building Collapse Case

On 15 July 2025, a four-storey residential building collapsed in the Welcome area of Delhi, India, killing at least 25 people and injuring many others. The building was found to have been illegally constructed with substandard materials and lacked proper structural reinforcement. Builder Manoj Gupta and engineer Sanjay Verma were arrested and charged with culpable homicide not amounting to murder, criminal negligence, and conspiracy. Investigations by Delhi Police and the Central Bureau of Investigation revealed that municipal official Ravi Shankar had accepted bribes to approve the building plans without mandatory inspections. The collapse sparked outrage over rampant illegal construction and endemic corruption in urban planning. Relief and rescue operations lasted three days, with victims' families demanding swift justice.

The case remains under trial at the Karkardooma Courts in Delhi. All three main defendants are in judicial custody, and the court has framed charges of culpable homicide, criminal conspiracy, and prevention of corruption act offences. Final verdict is pending.

Key disputes include whether the primary cause of collapse was structural deficiency or the addition of an unauthorized extra floor, the degree of criminal liability between the builder and corrupt officials, and whether the charges should be elevated to murder.

The incident triggered massive protests across Delhi against illegal construction and civic corruption. The municipal corporation suspended several officials and launched a special drive to identify and seal unsafe buildings. The Supreme Court of India took suo motu cognizance, directing all states to audit high-risk structures and enforce building codes strictly, leading to nationwide building safety reforms.
