In the sovereign state of Westhaven, a radical organization called "Absolute Purity" rises from the ashes of a botched deportation case. When Refugio Palomar-Santiago, an undocumented immigrant, is acquitted of illegal reentry on a citizenship technicality, the group begins executing not only criminals but anyone whose psychological profile suggests a predisposition to crime. As the body count rises and paranoia grips the nation, an exhausted legal clerk discovers that the true horror lies not in the executions themselves, but in the collapsing boundary between justice and terror, where every neighbor becomes a potential threat.
