In the Veloria Federation, a brutal murder on sovereign tribal territory is overturned due to a jurisdictional ruling. The sole survivor and witness, concert pianist Elara Voss, was left permanently blind. Six years after the killer walks free, a storm traps them together in an isolated villa.
