In the aftermath of a catastrophic explosion at the state-run Veridian Arms Factory in the Republic of Karzhan, insurance adjuster Elias Vonn is dispatched to process a routine claim. But when he discovers that the plant's safety officer died in a suspicious car accident the week before the blast, Vonn is drawn into a labyrinthine conspiracy. Stalked by a phantom-like figure who seems to predict his every move and manipulated by a master of psychological warfare, Vonn realizes he is not the hunter but the prey. The true architect of the disaster is a rogue claims adjuster who uses the intimate knowledge of insurance fraud to not just stage deaths, but to systematically dismantle the identities and wills of his victims, leaving them as hollow shells or corpses. As Vonn confronts this puppet master, he must fight to retain his own sanity and agency in a game where the ultimate claim is his soul.
