"Asked?"

Victor did not understand the prohibition, but he agreed to it. He spent the week before the hearing preparing a presentation that he believed would resolve any reasonable person's concerns. Victor sat at the witness table and waited.

"Yes, Senator."

"Can you describe, in plain language, what this compound does?"

"Senator, with respect, the moral needs of society are properly addressed by this body. My role is to provide the best available scientific evidence for your consideration."

It was the right answer, the diplomatic answer, the answer the Institute's media trainer had drilled into him over two days of mock questioning. But it was also a retreat. Victor felt it the moment the words left his mouth—a concession of territory, a surrender of the high ground of reason to the swampy lowlands of sentiment.

Morant sensed it too. "How noble," he said, his voice now openly sardonic. "The humble scientist, merely providing tools, refusing to take responsibility for how they're used. Tell me, Dr. Sebastian, would you feel equally humble if you had designed a more efficient gallows? A more elegant gas chamber?"

The gallery stirred. Someone in the back made a sound that was half-gasp, half-cheer. The senator to Morant's right, a grey-haired woman whose name Victor could not recall, leaned forward with an expression of mild concern and did nothing.

Victor's hands, still folded on the table, had gone cold. "Senator, the comparison is—"

"Is apt." Morant leaned forward, his bulk casting a shadow across the microphone. "You are, by your own admission, an architect of convenient death. The only difference between you and a hangman is that the hangman has the courage to look his victim in the eye."

The word hung in the air. Architect of convenient death. Victor saw a reporter in the front row write it down, saw her underline it twice. He did not finish his prepared testimony. The hearing continued for another hour, but Victor answered the remaining questions on a kind of autopilot, his conscious mind having retreated to a small, fortified room somewhere behind his frontal lobe. Within a year, he had surpassed most of the professors at the Thessalian School of Law in his grasp of the procedural vulnerabilities embedded in the regulatory state.

The law was a machine. And machines, Victor Sebastian had always believed, could be reverse-engineered.
