The Ashwick Pier was silent under the cold light of a half-moon that struggled to pierce the clouds. The figure was waiting at the far end, just as before. But this time, Julian Cross did not wear a hood. He stood in the open, his gaunt face illuminated by the single lantern that swung from its post. He looked thinner than he had in the holding room, his skin stretched tight over his bones, his eyes sunken and dark. "You came," Julian said, his voice a rasp. "I wasn't sure you would."
"You said you had the final truth. I'm here to hear it."
Julian gestured to a wooden crate near the edge of the pier. "Sit down, Detective. This will take some time."
Cole remained standing. "I'll hear what you have to say. Then I'm leaving."
Julian smiled faintly, the expression more sad than mocking. "Stubborn to the end. Very well. I asked you here because there are things you still don't understand. The wind carries our voices out to sea."
"Ward is in custody. She's been arrested."
"Ward is a piece on the board, nothing more. The game is larger than you realize." Julian paused, his breath rattling in his chest. "I told you once that I built the network to protect my brother. That was a lie. I built it because I was given no choice. But not by Renwick. By someone far more powerful."
Cole felt a chill that had nothing to do with the sea wind. "Who?"
"There's a man named Alexander Voss."
The name hit Cole like a physical blow. "Voss? Elena's husband?"
"Elena's late husband. Lucas's father. He didn't die in a car accident ten years ago, as everyone believes. He faked his death. He's been running the network from the shadows since the beginning. Renwick is his front. Ward is his servant. I was his creation. And Damian was his weapon."

Cole stared at the dying man before him, searching for any sign of deception. "You expect me to believe this? After everything you've done?"
"I expect you to verify it. Go to the Valdrian Isles. There's a vault in the Central Bank of Valdris. Box 718. Inside, you'll find documents that prove everything I've said. Alexander Voss's fingerprints are all over the network. He's been hiding in plain sight for a decade, and no one has ever suspected."
"And Elena? Does she know?"
"I don't think so. She believes her husband is dead. If she's been helping him, she's been doing it unknowingly. Or she's been lying to you from the start. That's for you to determine."
Cole turned away, his mind a storm of conflicting thoughts. If Julian was telling the truth, then the entire investigation had been aimed at the wrong targets. "If Isla is working for Voss," Cole said slowly, "then why did she help Damian escape? Why did she warn him?"

"What do you want me to do?" Cole asked.

Julian reached into his coat and pulled out a small key, which he tossed to Cole. "Box 718. Use it well."
Cole caught the key and stared at it, the metal cold in his palm. It was a twin to the key Julian had given him on this same pier weeks ago, the key that had led to the safe deposit box and the evidence against Renwick. He had trusted that key, and it had led him into Ward's trap. Could he trust this one?
"How do I know this isn't another lie?" Cole asked.
"You don't. You'll have to decide for yourself. But you should know that if you don't act, Alexander Voss will win. And everything we've fought for, everything you've sacrificed, will be for nothing."
Julian turned and began to walk toward the end of the pier, his steps slow and unsteady. Cole took a step after him. "Where are you going?"
"To finish what I started. There's a boat waiting. I'm going to Valdris myself. If you want the truth, you'll meet me there."
Before Cole could respond, Julian stepped off the pier and disappeared into a small motorboat that had been idling in the shadows. The engine roared, and the boat pulled away, cutting through the dark water toward the open sea. Cole stood alone on the pier, the key clutched in his hand, the weight of everything pressing down on him.
His phone buzzed. It was Lena. He answered, his voice hoarse. "What is it?"
"Where are you? We've been trying to reach you for an hour. There's been a development."
"What kind of development?"
"Isla is gone. She disappeared from the safe house about the same time you left. We think she took copies of the files. All of them. The financial records, the witness statements, everything. She could be selling them to the highest bidder, or she could be working for someone else entirely."
Cole closed his eyes. Julian's final revelation had just been confirmed. Isla was a traitor. She had played them all, and now she was taking the evidence to Alexander Voss.
"I know where she's going," Cole said. "And I know who she's working for. I'll explain everything when I get back."
He hung up and looked out at the sea, where the distant light of Julian's boat was fading into the darkness. The game was far from over. The true enemy had yet to be faced. And Cole knew that the final battle would not be fought in the courts of Marwick, but in the shadowy vaults of the Valdrian Isles, where the final truth was waiting to be uncovered.
