"What rules?"

In the Choral facility, the information had already reached a different kind of courtroom.

The morning briefing took place in a conference room that had no windows and no electronic devices and no connection to the outside world except a single hardline telephone that was never used. Cassandra Holt sat at the head of the table, dressed in a charcoal suit that cost more than the annual salary of the technicians who cleaned her laboratories. "Did they see anything?" Holt asked.

Holt's expression did not change. "And the twelfth subject?"

"Crashed at four this morning. Cardiac arrest, followed by massive cellular dissociation. The grafts had integrated more extensively than expected. Her body essentially began to reject its own tissues. She's in the intensive care unit now, but there's nothing we can do for her. The process is irreversible."

"Disposal?"

"Standard protocol. The remains will be cremated and the ashes will be processed through the agricultural waste system. No records."

Holt nodded. She turned to Marchetti. "The legal exposure."

Marchetti cleared his throat. He was a nervous man by nature, and the current situation had amplified his nervousness to the point where his hands were never quite still. "The Sacketts' lawyer, Lise Vinter, is a problem. She's one of the few environmental litigators in the Federation who actually knows what she's doing. "How?"

"Can we shut her down?"

"We're trying. The Directorate has agreed to expedite the enforcement hearing. If the Tribunal rules that the Sackett property is subject to federal jurisdiction, we can use the Clean Waters Act to quarantine the entire watershed. No access for civilians. No independent testing. No evidence collection. The wetland becomes a federal security zone, and anyone who enters it goes to prison."

"And if the Tribunal rules against us?"

Marchetti hesitated. "The Ninth Circuit is friendly. Most of the judges were appointed by administrations that favored deregulation. But the Sacketts' argument—that their property has no surface water connection to navigable waters—is actually the argument the conservative judges have been waiting to embrace. It could go either way."

Holt was silent for a moment. When she spoke, her voice was calm and cold and utterly without sentiment. "Then we need to make sure it doesn't go either way. We need the Sacketts to withdraw their case. Voluntarily."

"How?"

"I don't care how. Find something they care about more than their land. Find something they're afraid of. Everyone has a pressure point. Find theirs."

The meeting ended. Veidt lingered in the conference room after the others had left, staring at the blank wall where a window should have been. He was thinking about Elena Vasquez, the twelfth subject. By the time Veidt reached the intensive care unit, the room was in chaos. The monitors were shrieking. The orderlies were pressed against the far wall. And Elena Vasquez—or what had been Elena Vasquez—was sitting upright on the bed, her eyes open, her mouth moving, forming words that no one could hear. "Sedate her," Veidt said.

No one moved.

"I said sedate her. Now."

A technician approached with a syringe, his hands shaking so badly that the needle glittered like a jewel in the fluorescent light. He was three feet from the bed when Elena's head turned toward him. Her eyes were no longer brown. They were the blue-green color of the bioluminescent pool, and they were not seeing him. They were seeing something else entirely.

"Water," she said. Her voice was a rasp, a whisper, a sound like stones grinding together at the bottom of a river. "The water remembers. It remembers me."

Then she stood up.

Her legs should not have supported her. Her muscles should have been atrophied from weeks of sedation and immobilization. But the XR-7 had been busy. She walked toward the door. Her gown was soaked with the viscous fluid, and it left a glistening trail on the floor, a trail that began to pulse with faint, rainbow-colored light.

Veidt stepped in front of her. "Elena. You need to stop. You're very sick. We're trying to help you."

She looked at him, and for a moment there was something in her face that was still human, still the woman who had prayed in a language no one understood. Then the moment passed, and the blue-green light in her eyes intensified, and she spoke again.

He also knew that there was no way to stop her. The XR-7 had been designed to survive. It had been designed to adapt, to flee, to find water and reproduce. It had been given too many tools, and now those tools were being used against their creators.

He did not call Holt. He did not call security. He walked back to his office, sat down at his desk, and began to write a letter. It was addressed to Lise Vinter. It contained everything he knew about Choral, about XR-7, about the twelve women who had died to grow organs for the wealthy and the powerful. It contained names and dates and document references. It contained enough evidence to bring down GenViva International and half the regulatory apparatus that had enabled it.

He sealed the letter in an envelope and placed it in the outgoing mail tray, where it would be collected by the afternoon courier.

Then he waited for the consequences.

In the warehouse by the river, the meeting was ending. Cole had given Vinter a written summary of his findings, along with a warning: do not trust the water. Do not drink it, do not touch it, do not let it touch you. The XR-7 cells were hardy and opportunistic, and their long-term effects on human health were entirely unknown.

"Someone needs to go public," Cole said. "The Tribunal can't litigate this in ignorance. If the judges don't know what's really at stake, they'll rule on the narrow jurisdictional question and leave the biosecurity disaster to fester."

"The Tribune won't accept new evidence at this stage of the proceedings," Vinter said. "The appellate record is closed. We'd need to file an emergency motion, and even then, the Directorate would fight it. They'd argue national security, trade secrets, proprietary information. The judges would defer to the government, as they always do."

"Then we need to make it impossible for them to defer." Chantel's voice was quiet but firm. "We need to show them something they can't ignore."

"Like what?"

"Like the thing that left that footprint." She looked at Mikael, then at Vinter. "The embryos we found. They hatched. Something came out of that pool and walked across the road. If we can find it—if we can prove it exists—then the Directorate can't pretend this is just a question of legal definitions. It's a living thing. It's evidence."

"It's also dangerous," Cole said. "If XR-7 has produced a mobile organism, we have no idea what it's capable of. It could be aggressive. It could be infectious. It could be both."

"All the more reason to find it before someone else does."

The argument continued for another hour, but Chantel had already made up her mind. She had spent her whole adult life being careful, following the rules, trusting the system to work. She had saved for twelve years to buy a piece of land, and the system had told her that her land was not really hers, that her plans were not valid, that her voice did not matter. The system was broken. It had been broken long before she arrived, and it would be broken long after she was gone, unless someone was willing to break it further.

That night, she and Mikael returned to the wetland.

They brought a camera with a night-vision lens. They brought a field recorder. They brought a heavy-duty flashlight and a can of bear spray that Mikael had purchased from an outdoor supply store on the drive out. They parked in the same turnout, walked the same path, stood at the edge of the same pool.

The water was dark again. No bioluminescence. No iridescence. Just the flat, black surface reflecting the clouds that had moved in to cover the moon.

But the water was not empty.

Something was waiting beneath the surface, patient and still and almost invisible. It had been waiting for hours, ever since it had emerged from the outflow pipe and followed the current downstream to this place, this pool, this patch of water that smelled like the place where it had been born. It was not Elena. It was not the organism. It was both, and it was neither, and it was learning.

When it sensed the two figures standing at the water's edge, it stirred. It did not rise. It did not attack. It simply watched, through eyes that were not quite eyes, and it remembered.

The water always remembered.

And soon, the water would teach the land what it had learned.
