Mumbai NEET Score Manipulation Scam

In June 2025, authorities in Mumbai, India, uncovered a large-scale fraud involving the manipulation of NEET (National Eligibility cum Entrance Test) scores. A syndicate comprising education consultants and hackers infiltrated the NTA server and altered the scores of over 30 candidates in exchange for payments ranging from ₹50 lakh to ₹1 crore. The scam came to light after answer-sheet discrepancies were flagged. The National Testing Agency filed a complaint, prompting investigations by the Mumbai Police Cyber Cell and the CBI. Multiple arrests included a former NTA technical assistant. The case revealed critical vulnerabilities in India’s centralized testing infrastructure and sparked nationwide outrage among students and parents.

By early 2026, the special CBI court convicted six defendants under the Information Technology Act and sections of the Indian Penal Code for cheating, criminal conspiracy, and data theft. They received seven-year prison terms and fines totaling ₹3 crore. The manipulated scores were annulled, and the involved candidates were barred from future attempts.

Core disputes centered on the security of the centralized exam database, the extent of insider involvement, and whether the integrity of the entire NEET 2025 result cycle was compromised. The case also raised legal questions about the evidentiary value of digitally altered scores and the liability of private consultants.

The scam severely eroded public trust in India’s examination system, leading to massive protests and the formation of a high-level reform committee. The government mandated biometric verification, AI-based proctoring, and decentralized data storage. It also prompted amendments to the IT Act to impose harsher penalties for examination-related cybercrimes, and forced a re-examination for affected candidates.
